What makes the price go up or down?
Dirty water, more material removed and slow starts raise the price most. Here's how each factor works.
How dirty the water is
Restoration pros sort water into three categories. HomeAdvisor lists about $3.50 per square foot for clean water, $5.25 for gray water (washer or dishwasher) and $7.50 for black water (sewage or outside flood).
How wet things got
The industry also uses "classes" for how far water spread. HomeAdvisor's 2025 data lists:
| Class | What it means | Price |
|---|---|---|
| Class 1 | Small area, little soaked in | $150–$400 |
| Class 2 | A whole room, carpet and lower walls wet | $500–$1,000 |
| Class 3 | Soaked from above; walls, ceiling and floor | $1,000–$3,000 |
| Class 4 | Deep soaking in wood, concrete or plaster | $20,000–$100,000 |
Which room
Fixr gives room ranges: bathroom $500 to $4,500, laundry room $1,000 to $5,500, living room $1,500 to $6,000 and kitchen $1,750 to $8,000.
Repairs after drying
HomeAdvisor lists drywall at $300 to $850, ceilings at $450 to $1,600 and burst pipe repair at $1,000 to $4,000. Mold removal adds $1,100 to $3,400.
Slab leaks
A slab leak adds a plumbing bill. Fixr lists most slab leak repairs at $1,000 to $4,000 and detection at $100 to $400 (updated May 2025).
| Local factor | What applies in Stockton | How it affects the job or price |
|---|---|---|
| Winter storms | Normal water-year rain 13.45 in., mostly in winter (NOAA) | Storm runs fill schedules, so emergency work may cost more and start later |
| Who fixes the sewer line | Private upper lateral vs. City-owned lower lateral (Stockton code) | A clog on your side adds a plumber bill |
| Contractor license | $1,000+ jobs need a license; down payment max 10% or $1,000 (CSLB) | Limits how much you pay up front |
| Flood vs. leak | Homeowners policies cover other water damage but not flood (CDI) | Decides whether your insurer, a flood policy or you pay |

| Water type | Example | Price per sq ft |
|---|---|---|
| Clean | Supply line, sink, rain through a roof | $3.75–$4.25 |

Figures from Fixr. Water that starts clean can turn gray or black if it sits for days, which is one more reason to start fast.
Who pays: you, your insurer or a flood policy?
That depends on where the water came from. A sudden indoor leak usually goes to your homeowners insurer. Water rising from outside is flood, which needs a separate flood policy. A clogged private sewer line may fall to you, depending on your policy.
Your deductible comes off the top of any covered claim. For a small leak, the repair may cost less than the deductible, so get the estimate before you file. Ask your agent whether a small claim affects your renewal.
How long does a water damage job take?
Drying usually takes about five days, and repairs can stretch for weeks. That's HomeAdvisor's estimate for drying a water-damaged home. Small, clean-water jobs can finish in a few days. Jobs with sewage, mold or a full kitchen rebuild take longer. Ask for a written schedule for both the drying and the rebuild; long rebuild delays are something homeowners report.
What's usually included?
Extraction, drying equipment, daily moisture checks and removing ruined materials are usually included. Rebuild work, contents cleaning and mold work are often separate. Ask for each to be listed.
Does insurance pay for water damage?
Often, if the water was sudden and not a flood. The Department of Insurance says homeowners policies don't cover flood but do cover other kinds of water damage, and mold from a covered cause may be covered. Save receipts for emergency steps. Read the California claims guide for deadlines.
Ways to keep the bill fair
- Start drying fast. Every day of delay adds material to tear out.
- Get at least two written estimates for the rebuild if time allows.
- Ask for the square footage and room sizes on the estimate, and check them.
- Keep your own photos and a list of damaged items.
- Ask what is included before you sign, so extra charges don't show up later.
- Pay by check or card, never cash, so you have a record.
Red flags in a water damage estimate
- Rooms or sizes that don't match your home. Measure and compare.
- The same equipment listed twice or charged for days it wasn't running.
- A fee for an inspection with no date for the written estimate. Ask if the visit is free first.
- A large deposit. California caps it at 10% or $1,000, whichever is less (CSLB).
- Threats about liens or pressure to pay before the work is done. Ask for the payment schedule in writing at the start.
- No license number on a job of $1,000 or more.
