Stockton's wet season
Stockton's normal yearly rainfall is 13.45 inches, measured October through September, according to the NOAA California Nevada River Forecast Center. January is the wettest month, with a normal of 2.67 inches at Stockton Airport (NWS).
Recent winters show how fast that can change. San Joaquin County proclaimed a local emergency on January 1, 2023, after a storm that began December 28, 2022, caused local flooding. The City declared its own emergency, and Stocktonia reported it was Stockton's wettest December in nearly 70 years. The County declared another emergency in March 2023. In February 2025, Stocktonia reported a flood advisory during the fourth atmospheric river storm in two weeks.

What to do during and right after a storm
- Put buckets under ceiling drips. If a ceiling sags, poke a small hole at the low point to drain it into a bucket, then stay out from under it.
- Move furniture and rugs off wet floors.
- Report flooding or downed trees in the street to the City's 24-hour line, (209) 937-8341 (City storm page).
- If you smell gas, leave and call 911, then PG&E at 1-800-743-5000 (PG&E).
- Don't walk or drive through moving water. Six inches of moving water can knock you down, the County warns (SJReady).
Free sandbags
When storms are coming, the City can open free, self-fill sandbag sites. The City storm page lists the Stockton Soccer Complex, Weber Point and Van Buskirk Park. Bring a shovel and proof of a Stockton address.
| Local factor | What applies in Stockton | How it affects the job or price |
|---|---|---|
| Rain season | Normal water-year rain 13.45 in.; January wettest at 2.67 in. (NOAA; NWS) | Roof and ceiling leaks cluster in winter, so crews book up during storm runs |
| Street flooding reports | City 24-hour line (209) 937-8341 (City storm page) | Reporting a blocked street drain can stop water before it reaches your door |
| Storm drain size | Most City storm drains are sized for a 100-year storm (City Safety Element report) | Big storms can still overwhelm drains on low streets |
| Flood insurance | Homeowners policies usually exclude flood; federal flood policies start 30 days after purchase (CDI) | Water from outside rising into the house is treated differently than a roof leak |

A brown ring on the ceiling means water has already soaked the drywall and probably the insulation above it. Wet insulation holds water against the ceiling for days. Ask the crew to check the attic, not just the stain.
Roof leak or flood? Insurance treats them differently
Rain that comes through a damaged roof is often covered by homeowners insurance. Water that rises from outside and flows in is "flood," which homeowners policies usually exclude, the California Department of Insurance says. Flood coverage comes from a separate policy. Read our flood zone guide.
How much does storm water cleanup cost?
A ceiling repair alone runs $450 to $1,600 in HomeAdvisor's 2025 data. Most full water damage jobs fall between $1,382 and $6,357 on the same page. Outside flood water is Category 2 or 3 and costs more per square foot. See the cost guide.
Questions to ask
- Can you tarp or block the leak today, even if the roof repair waits?
- Will you check the attic insulation and ceiling for hidden water?
- Is this water clean, or will you treat it as dirty?
- After big storms, when can you realistically start?
