What changed with the flood map in 2026?
About 8,000 property owners in the Smith Canal area were taken out of FEMA's high-risk flood zone in February 2026. The San Joaquin Area Flood Control Agency said a FEMA map revision took effect after the Smith Canal gate was finished in 2024 at a cost of $96 million.
The agency says the area had been mapped as high-risk in 2009, and some owners paid flood premiums near $3,000 a year. Construction on the gate began in July 2020, according to the project page. The gate closes Smith Canal off from the river during high water and tides.
Does that mean no flood risk?
No. A lower risk rating is not zero risk. The City's Safety Element report says the Country Club area would flood if the Smith Canal levees failed. The County's SJReady page notes that 20% of flood claims come from low-to-moderate risk areas. Check your own address on FEMA's Flood Map Service Center, and read our flood zone guide before you drop a policy.
Water damage that happens here
Even near a canal, most water damage starts inside the house: supply lines, water heaters, toilets and slab or crawlspace leaks. Winter storms add roof and ceiling leaks. River flooding is rarer, but it is the costliest kind to clean up.
Who supplies your water?
Stockton has two water providers, and which one you have depends on your street. The City serves north and south Stockton, and Cal Water serves central Stockton, the City says. Use the City's "About My Address" tool to check. Cal Water's Stockton District line is (209) 547-7900, and the City's 24-hour line is (209) 937-8341.
